1. Background and Project Overview

The St. Kitts Electricity Company Limited (SKELEC) has initiated a major capital project aimed at
expanding the existing Needmust Power Station to address growing electricity demand, replace
an aging generation fleet and strengthen the reliability of its generation system. A significant
component of this undertaking is the incorporation of a Battery Energy Storage System (BESS),
which will enable the integration of an increased penetration of renewable energy sources such
as solar PV into the SKELEC grid.

The project is being financed by the Saudi Fund for Development (SFD). SKELEC is seeking an experienced Generation Development Specialist/Project Manager to manage this critical infrastructure project from inception through completion.

2. Project Objectives

The project is driven by the following primary objectives:

  1. Modernize and expand SKELEC’s generating capacity through the engineering procurement and construction of a new power plant in proximity to the existing Needmust Power Station.
  2. Implement a Battery Energy Storage System (BESS) for grid balancing, spinning reserve and to support the anticipated addition of variable renewable energy (VRE) sources, such as solar PV generation to the SKELEC grid.

3. Position - Title & Reporting

Title: Generation Development Specialist/Project Manager

Reports to: Project Coordinator / SKELEC Senior Management

4. Position - Function

The primary function of the Generation Development Specialist/Project Manager is to manage the project comprehensively—from the selection of the Engineering Consultant (for design, review, and supervision) through all phases including design, engineering, procurement, construction, testing, commissioning, and ultimately the handover of the completed plant.

5. Scope of Work and Responsibilities

The Generation Development Specialist/Project Manager will play a pivotal role in managing and coordinating all aspects of the project. This includes overseeing the work program execution of both the Engineering Consultant and EPC contractor for the duration of the project. Additionally, the specialist will serve as the primary liaison between the Engineering Consultant, the EPC Contractor, and SKELEC’s Project Implementation Unit (PIU).

Specific Responsibilities Include:

  1. Evaluate and assess proposals submitted by potential Engineering Consultants and support the selection process.
  2. Engage in contract discussions and negotiations with the selected Engineering Consultant.
  3. Develop and submit a detailed project management plan within two (2) months of commencing the engagement, outlining key strategies, milestones, and deliverables for successful project implementation.
  4. Provide technical assessment and feedback on tender documentation prepared for the engineering, procurement, and construction components of the project.
  5. Participate in the evaluation of bids for the EPC Contractor and present informed recommendations to the Project Implementation Unit.
  6. Facilitate and guide contract negotiations to achieve favorable terms with the selected EPC Contractor.
  7. Liaise with the Saudi Fund for Development (SFD) regarding disbursement procedures and maintain compliance with all financing requirements and conditions.
  8. Direct the technical design review process in collaboration with the Engineering Consultant and PIU, ensuring alignment with SKELEC’s operational and technical standards.
  9. Develop, monitor, and manage project schedules throughout all phases. Prepare and submit monthly progress reports incorporating stakeholder feedback for distribution to the PIU and SKELEC Senior Management.
  10. Monitor project timeline adherence and recommend proactive measures to address potential delays or matters that may negatively impact the schedule.
  11. Coordinate representation at factory acceptance testing of critical equipment to verify compliance with technical specifications.
  12. Provide comprehensive oversight throughout construction, testing, and commissioning activities through regular site inspections and participation in coordination meetings with contractors and consultants.
  13. Ensure that construction quality and workmanship conform to contractual specifications and industry standards.
  14. Develop and implement stakeholder communication protocols, defining reporting frequencies and channels appropriate for various stakeholder groups including the PIU, SKELEC Senior Management, and government entities.
  15. Support the Health & Safety Officer in developing and implementing safety protocols and monitoring systems in coordination with the EPC Contractor and subcontractors.
  16. Collaborate with financial management personnel to implement cost-tracking mechanisms and provide regular budget variance reporting.
  17. Serve as the primary contract administrator for the EPC contract, working with legal advisors to address contractual issues and facilitate timely resolution of disputes with contractors and consultants.

 

6. Qualifications and Requirements

Candidate must demonstrate the following minimum qualifications:

Educational Qualifications:

  1. Bachelor’s degree in Electrical Engineering, Mechanical Engineering, or related engineering discipline. Master’s degree or professional certifications (PMP, PE) are highly desirable.

Professional Experience:

  1. Over 10 years of progressively responsible experience in Generation Development and Project Management within the power sector.
  2. Successfully delivered over 8 Power Plant projects from inception through commissioning and handover.
  3. Procured and delivered at a minimum 300 MW of generation projects (including conventional, hybrid and/or renewable energy plants).
  4. Proven experience in managing large-scale EPC contracts with international contractors and consultants.
  5. Demonstrated expertise in project planning, scheduling, cost control, and risk management for major capital projects.
  6. Experience working with international development finance institutions (e.g. Saudi Fund for Development, World Bank, IDB, etc.) is highly desirable.

Technical Competencies:

  1. In-depth knowledge of power generation technologies including diesel/gas generation and Battery Energy Storage Systems (BESS).
  2. Strong understanding of procurement processes, contract management, and construction supervision.
  3. Familiarity with power system integration and grid interconnection requirements.
  4. Knowledge of relevant international codes and standards (IEC, IEEE, NFPA, etc.).

Other Requirements:

  1. Excellent communication and interpersonal skills with ability to manage relationships with multiple stakeholders.
  2. Strong leadership and team management capabilities.
  3. Ability to work independently and make sound decisions under pressure.
  4. Proficiency in project management software and tools.
  5. Availability to be onsite in Saint Kitts and attend meetings in person as required for the duration of the project.
  6. Excellent written and verbal communication skills in English.

7. Engagement Period

The period of engagement is expected to be thirty (30) months, commencing in February 2026, in time to participate in the evaluation and selection of the Engineering Consultant.
