SKELEC Issues Request for Proposals (RFP) for Engineering Consulting Services for Expansion of Needsmust Power Plant

Basseterre, St. Kitts (February 1st, 2026) — The St. Kitts Electricity Company Ltd (SKELEC) announces the launch of an open and competitive tender for engineering consulting services for the Expansion of the Needsmust Power Plant. This project is aimed at bolstering the energy infrastructure of St. Kitts and Nevis by providing a platform to meet the nation’s growing energy demand and to support the country’s sustainable energy future.
The project is financed through a loan from the Saudi Fund for Development (SFD). SKELEC now invites qualified consultants to submit bids in response to the RFP.
The project seeks to onboard an Engineering Consultant firm to provide full engineering design and review, preparation of bid documents, procurement support, and construction supervision for the development of the new 18MW hybrid power plant, along with associated electrical infrastructure upgrades and Battery Energy Storage System (BESS).
The consultancy assignment is expected to span 26 months, including:
  • 6 months for engineering and tender preparation
  • 18 months of construction supervision
  • 2 months for project finalization
Eligible consultants are invited to indicate their interest and demonstrate relevant experience, including prior supervision of hybrid or thermal power plants, as well as adequate technical and financial capacity.
Proposals must be submitted on or before March 27, 2026, at 11:59 pm (AST) to the SKELEC Project Implementation Unit (PIU), Central Street, Basseterre, St. Kitts, or via email at piu‑hybridpowerplant@skelec.kn.
